Abstract

The implementation of Digital Government and the use of Artificial Intelligence in the Colombian Public Administration seeks to optimize its operation and improve the quality of life of Colombians. These technological advances promote efficiency, transparency, accessibility and proximity to the Public Administration. For this reason, current legal systems, especially the Colombian one, must be prepared to advance in parallel with the unprecedented technological development of these new tools. Therefore, their regulations must be at the forefront of these changes and be consistent with the reality and the risks that these may pose, in relation to the effective deployment of the functions of the Public Administration. In this context, through a qualitative methodology with a descriptive approach, this paper evidence that the guiding principles of the Digital Government Plan and the Ethical Framework for Artificial Intelligence in Colombia are consistent with the postulates that govern the administrative function enshrined in Article 209 of the Constitution, which include equality, morality, efficiency, economy, celerity, impartiality and publicity.
